Ayatollah Raisi said in this telephone conversation, "The Islamic Republic of Iran tends to develop relations with the European Union and countries in areas of mutual interest".

The President said that the continuation and stability of bilateral relations with the European Union and each of the member states depends on the principle of mutual respect, focusing on common grounds and preventing the influence of external factors on these relations, adding, "This requires practical will of the European side and not making it dependent on the will of powers with unilateral approach like the United States”.

Dr Raisi continued the telephone conversation about the developments in Afghanistan, "All countries must interact with each other to establish a government in Afghanistan that can bring peace, security and development to the country, and on the other hand, is trusted by the people of Afghanistan”.

The President stated, "Today, more than ever, it has been proven that the presence of foreign governments, especially the United States, in Afghanistan has not provided security and has brought nothing but war, bloodshed and destruction to the country".

“Despite 20 years of direct US and NATO presence, drug production and trafficking in Afghanistan has not only not stopped or even decreased, but has increased more than 45 times,” he said.

Stating that the experience of 20 years of American presence in Afghanistan proved that the solution to Afghanistan's problems is not a military approach and sending tanks and military equipment, Ayatollah Raisi noted, "Respect for human rights, women's and children's rights are serious concerns of the Islamic Republic of Iran about Afghanistan and we will do our best to protect the inalienable rights of the Afghan people”.

The President said that the evacuation of European and American citizens from Afghanistan is not the final phase of the country's developments, saying, "The Islamic Republic of Iran believes that the absence of a comprehensive government with the presence of all ethnic groups in Afghanistan is a major loss to the future of the country and the security of Europe”.

Dr Raisi added, "The whole world witnessed that Iran was the only country that seriously and truly confronted ISIL in Iraq and Syria. Martyr Soleimani was a hero in the fight against terrorism in the region and the world, and it was expected that European countries would take a fair stand against his assassination by the US government in order to condemn terrorism and defend a counter-terrorism hero”.

Noting that there are about 4 million Afghan refugees in Iran today, the President said, "The Islamic Republic of Iran is committed to respectfully hosting the Afghan brothers and sisters and working to establish security, stability and peace to establish a popular government in Afghanistan”.

Referring to the remarks of the President of the European Council about the efforts for strategic independence in the relations between the Union with the United States, Ayatollah Raisi stated, "We hope that Europe will progress on the path of strategic independence".

On the restoration of the Joint Comprehensive Plan of Action (JCPOA), the President noted, "You know very well that Iran has never violated the deal. It was the Americans who withdrew from it and violated it. Nevertheless, the Europeans were expected to live up to their commitments under the JCPOA, but they did not”.

Regarding Iran's cooperation with the International Atomic Energy Agency (IAEA), Dr Raisi said, "The serious cooperation of the Islamic Republic of Iran with the IAEA is a clear example of Iran's will for transparency in its nuclear activities. It is natural that in the case of a counterproductive treatment in the International Atomic Energy Agency, it is unreasonable to expect Iran to have a constructive response. Counterproductive actions naturally disrupt the negotiation process as well”.

The President stated, "The important point in this regard is that although the Trump administration has left the White House and the Biden administration came to power, but in practice there has been no change in US policy on Iran and the same approach and measures, namely sanctions and pressure against Iran remains”.

In this phone call, the President of the European Council, Charles Michel stressed the serious will of the European Union to develop bilateral relations and deepen economic cooperation with Iran, saying, "Sanctions have had an adverse effect on EU-Iran relations, and this is one of the reasons why the concept of strategic independence has become important for the European Union”.

He stressed, "Personally, I am a strong supporter of the idea that the European Union should first and foremost pursue its own interests. The European Union wants to remain a sincere partner of Iran so that we can see more stability in the region”.

The President of the European Council continued, "I believe we should learn many lessons from the 20 years of NATO and US presence in Afghanistan".

Expressing concern over the influx of large numbers of asylum seekers into Europe, Charles Michel called on Iran to play a role and work to restore stability to Afghanistan, stating, "Europe's first priority is the safe exit of European and Afghan nationals who work with us in the country”.
