The President described the proud Operation Al-Aqsa Flood as a great security, military and intelligence scandal for the Zionist Regime and stated, "This victorious operation and the unity and cohesion observed among the resistance forces promises greater victories and proves that victory over the declining Zionist enemy is attainable.

Emphasising the importance of sensitivity of the officials towards the people's rights, the President stated, "The officials are responsible for their duties based on the position that the people have entrusted to them, and handling their demands is one of the most important of these duties".

The President called the structural problems in the executive system and the excessive concentration of powers in the capital as a major obstacle to solving the problems of the provinces, and stating that one of the priorities of the Popular Administration is to remove these obstacles from the path of the managers, he assigned a task force to study decentralisation and how to hand over some powers to governor generals.
