The President described the Plan and Budget Organisation as the mastermind of the country's administrative and executive system and stated, "It is necessary that both plans and budgets are taken into consideration in this organisation and the important issue of monitoring is one of the neglected tasks of the Plan and Budget Organisation, which should be followed without compromise".
Speaking on Monday at the Plan and Budget Organisation in a meeting that was held to supervise the organisation, Ayatollah Dr Seyyed Ebrahim Raisi, "The Plan and Budget Organisation is the mastermind of the country's administrative and executive system, which turns data analysis into planning for the optimal performance of other components and departments".
Dr Raisi listed the provision of quality public services at the lowest cost as one of the other duties of the Plan and Budget Organisation and added, "Designing the country's governance system and monitoring its performance for all-round progress is the responsibility of the Plan and Budget Organisation".
The President said that plan and budget are two important components of this organisation and said, "The requirement for the implementation of justice is a document that can divide the privileged, less-advantaged and the disadvantaged".
The said, "One of these important and central macro indicators is increasing growth and productivity. At the time of adjusting and allocating the budget to an organisation, it should be checked whether this organisation has the necessary productivity in accordance with the budget allocated to it".
Dr Raisi further mentioned the important issue of supervision as one of the neglected functions and duties of the Plan and Budget Organisation and stated, "If the supervision role of this organisation is properly taken into account in addition to setting the program and allocating and presenting the budget, many violations will be avoided".
Stating that monitoring does not mean negation of trust, but the continuation of trust, the President emphasised, "Courageous and uncompromising monitoring of the performance and spending of funds in all institutions by the Plan and Budget Organisation is emphasised by the Popular Administration".
The President also advised this organisation not to rely solely on the government's income in planning and to consider people's resources and foreign investments as well.
Dr Raisi considered operational budgeting and budget allocation based on performance as another necessity of this organisation and said, "In this context, the budgetary performance of the institutions is a suitable lever that can be used to ensure the realisation of plans and put the country on the right track".
Ayatollah Raisi stated, "Managers also have the duty to pay attention to the ways of generating income in the institutions, in addition to planning for spending the budget received from the Plan and Budget Organisation".
The President emphasised on securing credit for the approved plans of the first round of provincial trips by stating that some of the projects and resolutions of the first round of provincial trips are awaiting the allocation of funds and credit from this organisation.
