The President described and clarified the main strategy of the domination movement and said, "Those who believe in the domination system, realised that the only movement that can prevent them from achieving their goals is the movement that believes in religion and divine values, and therefore the solution is to sow discord among them".

Dr Raisi in the 1st National Conference of Administration Popularisation: Taking advantage of past experiences, 13th Administration tried to give field to people to manage affairs in practice/ Popularisation appendix should be prepared for all decisions to determine people's role in them

Emphasising the necessity of preparing a popularisation appendix for all decisions in order to determine the role of the people in that action, the President stated, "Popularising works reduces costs, increases social capital and increases social vitality in the society and makes people the basis of transformation in the country".

The President emphasised, "Be sure that anyone in any corner of this country who acts against the way and character of the martyrs and betrays their blood will not remain stable and will be disgraced, because the essence of this revolution and the system born from the pure blood of the martyrs does not accept corruption and discrimination".
