The President obliged the national and provincial managers to use elite indicators and elite capacity and said, "In the provincial councils and ministries, they should help in decision-making and policy-making of the country's issues along with the elite managers".

The President evaluated the efforts of Tehran municipality in improving the quality of life, solving problems and increasing people's well-being as very important and emphasised, “The government considers itself a supporter of the municipality and efforts to solve urban problems, and all government departments, whether in Tehran as the capital or in big cities or small towns, helps municipalities to solve people's problems”.

Dr Raisi in the official opening ceremony of Hakim Children's Hospital: Ensuring health, food security of society always emphasised as key issue in Popular Administration/ Donors' cooperation with gov’t not considered an employer-contractor relationship but a strategic partnership/ Importance of accompanying education, research along with treatment of patients, identification and prevention of future diseases

At the opening ceremony of Hakim Hospital, explaining the importance of cooperation between donors and the government, the President stated, “The presence of donors alongside the government does not mean the presence of the employer alongside the contractor, but we consider this a strategic partnership”.

Hakim Children's Charity Educational, Research and Treatment Hospital with an infrastructure of about 30 thousand square meters and a capacity of 266 beds and 74 special beds was opened with the presence of the President.
