Speaking on Monday morning at the meeting of managers and agents of the Popular Administration in line with the surge in production with the participation of the people, Dr Seyyed Ebrahim Raisi said that the best situation in the new year can be created with our will, a transformational outlook and an outlook on change, to serve the people and added, “Against those who seek to stop the country's growth and do not want this country to reach the peak, we must review the actions taken and see if the necessary amount of effort has been made or if this effort should be doubled”.

The President called the completion of half-finished projects one of the main priorities of the government and added, “In this regard, the government is trying not to abandon half-finished projects and to make up for the delays in organising abandoned and half-finished projects”.
Dr Raisi continued by emphasising the necessity of speeding up affairs with work and jihadi movement and added, “The enemy does not tolerate the successes of the Islamic Republic in various fields, but by the grace of God Almighty and the blessing of the sincerity of the people, the pure blood of the martyrs and the wise guidance of the Supreme Leader of the Islamic Revolution, the country is progressing and many successes have been achieved, which requires the continuation of the jihadi movement and speeding up the work”.
In another part of his speech, the President stated that facilitation of affairs, popularisation and respect for the people are three important issues facing the managers and agents of the government and said, “One of the important responsibilities of the managers is that the people are satisfied with going to the administrative organisations and that their work is easy”.
Dr Raisi stated that in the period of the enemy's combined war, the priority of all the executive bodies and those involved in people's affairs is jihadi work with the priority of problem solving, and clarified, “Often after provincial trips, problem solving meetings are held, and in those meetings, we realise that many of the problems raised can be solved by the same provincial executive bodies”.
Emphasising that all the executive bodies must work to solve the country's problems and this is not beyond the mandate and duties of the statesmen, the President said, “Governor generals should know that many problems can be solved in these governorates and they can solve the problems by converging and thinking together”.
Dr Raisi called "follow-up" as an important principle and the key to success in work and added, “Nothing can be done with a simple order and officials should put follow-up on their agenda”.
Referring to the statements of the Supreme Leader of the Revolution on the first day of the new year and his emphasis on pursuing foreign agreements and turning them into bilateral or multilateral agreements, the President noted, “In the economic, social, cultural and media fields, we have agreements with the countries of the world and until these memoranda are converted into treaties, the country will not benefit from them”.
Dr Raisi also referred to the statements of the leader of the revolution and the determination of the central and key slogan of the jump in production with the participation of the people this year and said, “The economy is the central issue of the country and production is its core. A jump in production is certainly possible with the serious attention of the authorities and the use of efficient young manpower and the country's capacities”.
The President emphasised, “The government must remove the obstacles of production and economic actors. The law on removing obstacles to production should be implemented and the private sector and the people should be provided with work, and if the government removes the obstacles, the private sector will definitely become more active”.
In another part of his speech, Dr Raisi urged the managers and agents of the Popular Administration to reconsider their organisational mission and see what solutions and capacities exist in their administrative organisation for popularising the government”.
The President continued by stating that all managers should be in contact with the elite society and hold elite meetings once a month with the aim of benefiting from their opinions, and clarified, “The activation of comprehensive information systems and the development of a smart government will help speed up the work and it is very effective in creating transparency, preventing and dealing with corruption”.
Dr Raisi named the domestic and foreign policy as the two wings of the surge in production and its fruition and said, “Helping foreign sectors to domestic sectors is a condition for the success of the countries of the world and this issue should be the attention of all officials of the Islamic Republic of Iran and ambassadors in foreign countries”.
Dr Raisi also urged the government managers to prevent the holding of expensive conferences that have only names and ceremonies and have no results or effects for the people.
The President further emphasised the need to pay attention to the fight against smuggling of goods along with the promotion of production by the government managers and clarified, “Smuggling of goods both hurts the people and is a stab in the back of the production, therefore the fight against smuggling goods, along with production boom, is an important principle that officials should pay attention to”.
The President added, “We must support the producers and we must the consumer must not be provided with a product higher than the final price, and we should not see price increases and several prices in the market every day”.
In another part of his speech, Dr Raisi pointed out the announcement of sea-oriented policies by the leader of the revolution and the appropriate capacities in the country to benefit from this profitable economy and said, “Currently, we have a connection between 3,700 and 5,000 kilometres with the coast and the sea, and we must rely on domestic power”.
The President then referred to the country's growth in the field of mining and added, “It is necessary to complete the added value chain of mining and stop the sale of raw materials”.
Dr Raisi emphasised, “Economic growth and production have increased, and we must try to reduce inflation, and this can be achieved in the hands of the authorities”.
The President also referred to the issue of unity and cohesion in the country and the cooperation of all the legislative, executive and judicial branches and said, “We must not be distracted; Political vitality is necessary, but there should never be political strife, destruction and accusations that do not fit the Islamic system”.
Dr Raisi considered the creation and promotion of hope in the people as a super project of the 13th Administration and emphasised, “Day by day, the trust of the members of the society should be increased and our duty is to promote the faith and hope of the people”.
The President added, “Employment, housing and marriage are important things that create grounds for hope among the youth, and the government will do its best to realise these things”.
In the final part of his speech, Dr Raisi called the issue of Palestine and Gaza the most important issue of the day and said, “The pain of injustice, inaction and indifference of countries to the cries of children, women and the oppressed people of Gaza is complicated in the world and surely the blood of the martyrs of Gaza and Palestine and standing against the oppression of the Zionists will help to change the conditions in the world so that in the near future, a just order will rule over this land”.
