Emphasising that a new plan should be introduced, the President called the current administrative and complex bureaucratic methods as the cause of people's dissatisfaction, and pointed out that the people want justice, away from discrimination.

Speaking at the meeting of administrative council of Damavand and Firuzkuh cities, Dr Seyyed Ebrahim Raisi, stated, “The fact that we see Imam Khomeini and the Supreme Leader of the Islamic Revolution do not give importance to the world powers in various fields, it is because of their connection is with the eternal power of God Almighty”.
The President stated that the standing and resistance of the oppressed and powerful Palestinians in Gaza today is also derived from the connection of these people with God and taking advantage of the main source of power, adding, "The Palestinian people and resistance without the usual forces and equipment against crimes of an equipped army, which requires the full support of world powers, has stood for more than 100 days, due to their trust and connection to God Almighty”.
Dr Raisi stated, “In various administrative and political systems, mechanisms are usually designed to monitor the performance of officials, and such mechanisms have also been seen in our administrative system, but the administrative system in the Islamic Republic of Iran, there is a serious difference from other management systems, which is that the officials here see themselves in the presence and under divine supervision before any supervisory mechanism”.
The President stated that the most efficient monitoring mechanism is the self-control system, and noted, “In such a monitoring system, officials and employees, whether they are under organizational supervision or not, since they consider themselves to be in the presence of God, they avoid violations, corruption and mistakes”.
Addressing the administrators, Dr Raisi said, "Just as you have judged the work of the past and others, be sure that others will also judge your performance”.
Dr Raisi further referred to the pleasant climate of Damavand and Firuzkuh and the people's desire to use this gift.
Emphasising that people monitor issues and problems very well, the President said, “Maybe people don't tell us anything about discrimination, but if you follow their heart, they will bring it up and say that they didn't expect such a situation”.
Dr Raisi emphasised the necessity of implementing the issue of justice in such a way that all people feel its implementation.
Emphasising that any illegal work for departments and organizations should be considered "more illegal", the President said, “Departments and organizations are the symbol and manifestation of law enforcement”.
In another part of his speech, Dr Raisi added, “When this justice is not implemented, the administrative forces will protest why I am eligible for promotion with more experience and higher educational qualifications, but I didn't get promoted and someone with less experience and lower educational qualification was promoted?”
Dr Raisi pointed out the dominant nature of agriculture and animal husbandry in Damavand and Firuzkuh regions, and emphasised the need for the help of all institutions and organizations for the prosperity of these two areas.
The President reminded the importance of the tourism sector and requested the governor general and other regional officials to follow up on the development of this sector. 
The President pointed out, "Some say that agriculture is not profitable, it is our duty to make agriculture profitable for the villagers, including buying their products as a guarantee”.
Dr Raisi recalled the guaranteed purchase of 4.5 million tons of wheat from the villagers in the first year of the 13th government, and recalled the government's action to purchase 11.5 million tons of wheat this year.
