Emphasising the importance of starting the selection from the level of managers and extending it to the administrative, expert and service levels, the President said, "If a level of the levels of administrative organisations is excluded from the selection, the health of the administrative system will be harmed from the excluded level".
Speaking before noon this Monday at the "National Conference of Selection Agents of the Country" which was held at the summit hall, Dr Seyyed Ebrahim Raisi described administrative justice as one of the most important and fundamental axes in the issue of selection and stated, "The implementation of administrative justice is an important foundation. It is for the realisation of the health and transformation of the country's administrative system, as well as the realisation of justice in the economic, social and political fields".
He added, "The first step in achieving administrative justice is the competence of the selection officials themselves".
Dr Raisi pointed out that at times due to some specific views and political tastes, it was tried to make the selection lose its effectiveness, and noted, "This was not in the best interest of the country's administrative system, because the selection is necessary to maintain the health and efficiency of the administrative system".
Stating that any part that is excluded from the selection, the health of the administrative system will be damaged from there, he said, "If a level of administrative organisations is excluded from the selection, the health of the administrative system will suffer from the same excluded level".
Dr Raisi continued to consider the rule of political and party preferences instead of following the rules as one of the evils of selection and emphasised on avoiding the selection influenced by party, political and factional views and the need to rely on the principles of the revolution and the views of Imam Khomeini and the Supreme Leader of the Islamic Revolution in the selection.
The President described the orders and recommendations to be among the other pests lurking in the work of the selectors and added, "If recommendations and bargaining take the place of rules, the rights of the people and the general rights of the people will be lost and justice will be destroyed".
Dr Raisi stated that the justice, transformation and efficiency of the administrative system cannot be achieved except by selecting the deserving ones and said, "Although the view of pity and relief approach is good in many cases, it should not be done in the matter of selection because it hinders selection of worthy people and hinders the realisation of transformation and administrative health".
The President also urged all the selection agents of the country to consider the current requirements of the country, policies and laws, efficiency, timely response and up-to-dateness in their performance and in the review of the past with the aim of promoting and strengthening the selection so that in addition to establishing justice, feeling of justice and health of the functioning of the country's administrative system should also be improved in the eyes of the people.
