On Monday evening, following the second visit of the Popular Administration to Kohgiluyeh and Boyer Ahmad, Dr Seyyed Ebrahim Raisi attended the Planning and Development Council of the province, which was held with the presence of the business community, and described the meaningful and glorious presence of the people of this region in welcoming the administration and obliged the statesmen to redouble their efforts to solve the problems and contribute to the welfare of the people by using the huge capacities of the region.
The President said, "Thanks to the revolution and the Islamic system, a lot of work has been done in Kohgiluyeh and Boyer Ahmad province, which fairness dictates that the efforts done should be appreciated, but there are also shortcomings that must be resolved with unceasing efforts".
Dr Raisi said that the cultural identity of the province is one of the capitals of this region and noted, "The preservation and promotion of this huge capital is the responsibility of all those involved, especially the cultural border guards".
The President added, "There is a cultural attack on the youth and members of the society everywhere, and the government considers itself responsible for countering this attack as well as protecting the great capital of social and cultural identity and the scientific advancement of the people, especially the young".
Dr Raisi described faith and hope as two important elements for the advancement of the society and stated, "Every word, decision, and action that creates despair in the society is a move in the direction of the enemy, and people expect jihadist and transformational movement from managers, and failure in this field is questionable for them".
The President added, "Everyone in any responsibility should evaluate the past and use the experiences of others to see what great things they can do, and if they judge the failures of the past in doing their work, they should know that they themselves are under the magnifying glass of public opinion and the judgment of future generations".
Dr Raisi stated, "The difference between management in the Islamic system and other systems is that the managers see themselves in the presence of God and consider themselves accountable to the Almighty and fulfil the requirements of management and responsibility for His satisfaction".
The President said, "Important and difficult tasks require serious will, courage, endurance, and persistence, otherwise everyone can easily move on a smooth path, and the art of management is to smooth winding paths with determination". 
Dr Raisi stated that the usual office work and holding meetings and writing minutes does not provide an important and marketable product, he said, "In many provinces, there are half-finished plans and projects, which shows that things have not been done on time or well"
Referring to some excuses in the past that were related to the lack of funds, the President said, "The highest contribution to the success of the work is the contribution of the management, and there were many funds, but due to the lack of management, no work was done and therefore, some work has been completed with minimum credits".
In another part of his speech, Dr Raisi stated that there has been a lot of progress in the country today, which is a matter of pride.
In this regard, the President referred to his recent trip to Africa and said, "In Africa, despite the limited resources, a lot of work has been done, which shows that they have made the best use of their capacities to solve problems and grow the economy, and there are many countries in the world that have little capital, but with determination and hard work, they got good results".
In another part of his speech, referring to the forecast of 8% growth of the economy in the policies of the 7th Development Plan, Dr Raisi said that the key to achieving this goal is to increase investment and productivity in the country and emphasised, "Without guaranteeing capital and profit and removing administrative obstacles from investors, it is not possible to increase the investment, therefore, one has to think and plan in this regard".
The President added, "The main issue for us should be to serve the people and we should feel that our conditions are not normal and we should work day and night for economic growth and productivity increase".
Dr Raisi stated, "The enemy does not want us to achieve economic growth and have an efficient administrative system, and always obstructs our way. If we don't see the enemy in front of us and don't do jihadist work, we lose opportunities and we don't reach our goals".

Dr Raisi continued, "People's expectation from us is to move things forward with a transformational view and not to be satisfied with the passing of time and not to give in to the existing conditions and to work tirelessly to reach the desired point".
The President said that even looking back, one should judge fairly and not see the glass as half empty, and added, "Many measures have been taken to solve the problems, but for many, the question is why there are so many facilities in the country, but still people, especially young people, are facing the problem of employment, housing and livelihood".
Dr Raisi emphasised, "Fortunately, today, a lot of work has been done in the field of science and technology in the country, and we have products that can be sold in the world, which is a source of pride for us, and with this attitude and jihadist, revolutionary, and transformative spirit, we should be on the path of creating hope in the people and the future generation".
The President further referred to Chamshir Dam and Gachsaran Petrochemical as projects in which work was done in a jihadist manner and emphasised, "If these projects were pursued normally, they would not be in operation today". 
Dr Raisi mentioned the oak forests as one of the capacities of Kohgiluyeh and Boyer Ahmad province, which can be used to generate income for the economic prosperity of the region, and urged academic elites to examine the ways of useful exploitation of these God-given resources".
The President went on to say that today the necessity of the revolution is to preserve the sanctity of the blood of the martyrs and create hope and trust in the people, and said, "With the encouragement and support of the Supreme Leader of the Islamic Revolution, honourable work has been done in the country, especially in the field of knowledge".
Dr Raisi, referring to the problems in water, electricity and gas fields, added, "The lack of precipitation can be managed to a large extent with proper management of resources. Also, the government has planned and acted to create 35,000 megawatts of new electricity to compensate for the imbalances in the field of energy".
The President also pointed out the government's attention to other capacities, including agriculture, and stated, "The government has planned and taken action to complete the country's infrastructure so that we can better use the country's capacities in the path of progress".
Dr Raisi emphasised the importance of giving opportunities to the private sector and stated, "In this meeting, it was stated that the private sector is ready to enter the field of petro-refinery construction in the province, therefore, this issue should be followed with seriousness and urgency by the government departments".
The President described the successes achieved in the field of collecting flare gases as very happy and noted, "Before this government, 100 knowledge-based companies were active in this field, and in this government, their number has increased to 500 companies".
Facilitating activities in the field of fisheries, speeding up the start of railway projects in the province according to the readiness of investors, accurate and complete implementation of the social responsibilities of large companies, especially in the field of creating employment and solving social problems, and paying attention to solving problems, preserving the dignity and defending the rights of retirees, were among the other points emphasised by Dr Raisi in this meeting.
The President also emphasised once again that according to the constitution any development is related to environmental protection and said, "Of course, in the field of environmental protection, one should not act in such a way that the application of expert opinions sometimes causes the development process to stop or cause disruption and long delays in it".
Stating that there are plenty of resources in the country and the people have shown that they are ready to work wherever necessary, Dr Raisi emphasised to the managers present in the meeting, "We have no more time to lose and we must all strive in a jihadist and transformative manner and to use the talents of the country in order to solve problems and improve public welfare".
