Dr Raisi added, "People's business should not be closed, but it is necessary to take immediate measures to prevent gatherings, as well as travel and activities in crowded centres such as restaurants, halls, shopping centres, indoor markets and the like”.

Ayatollah Raisi further said, "The production of vaccine in the country should be seriously pursued and all necessary measures should be provided to accelerate and increase the production of domestic vaccines”.

In another part of his speech, the President stated that the imposition of restrictions and prohibitions on unnecessary traffic should not be conditional on the announcement of a holiday.

In another part of his speech about the beginning of the school year, Ayatollah Raisi said, "The necessary decisions should be taken and implemented in this regard after making the necessary arrangements, including health measures and convincing families".

Dr Raisi went on to say that decentralisation and delegation of powers to the provinces is one of the definitive policies of the 13th government, noting, "We also welcome the delegation of authority to the provincial headquarters in the fight against the spread of coronavirus".

The President appreciated the establishment of a special staff at the Ministry of Foreign Affairs to expedite the import of vaccines and stated, "Work and redoubled efforts to protect the lives of the people is the most central issue for all of us".
