President in a phone call with the British PM:

If we are looking for diplomacy, the way is clear: the lifting of sanctions, fulfilment of US commitments/ Iran's definite policy in JCPOA is action against action/ Americans did not leave JCPOA with negotiation; their return doesn't require negotiation

The president called the United States a major violator of UN Security Council Resolution 2231 and stressed that Washington's move should not be encouraged or left unpunished, adding, "If we are looking for diplomacy, the clear way is the lift of sanctions and fulfilment of commitments by the United States, and there is no other option."

Speaking with British Prime Minister Boris Johnson on Wednesday evening by telephone, Dr Hassan Rouhani said, "International cooperation has been damaged as a result of Trump's policies, and unfortunately the UN and the Security Council have not acted properly and impartially during this period, and it is time to help solve this problem".

The President described Iran's definite policy in the Joint Comprehensive Plan of Action (JCPOA) as action against action and stated, "The non-fulfilment of European parties to JCPOA obligations only caused people to lose confidence in Europe, and made the atmosphere of diplomacy weaker".

Dr Rouhani emphasised, "The US government, while claiming interest in return to the JCPOA and its implementation, has not taken any practical action in this regard so far, and this is while they did not withdraw from the deal with negotiation and their return does not require negotiation".

The president called the move by the United Kingdom and two other European countries to withdraw the resolution against Iran at the Board of Governors of the International Atomic Energy Agency the right decision, saying, "Such actions would only complicate the process and the situation".

Dr Rouhani stated that "Iran cannot and should not be the only party paying the cost of saving the JCPOA", adding, "All the actions that Iran has taken so far have been within the framework of the IAEA and to restore balance to it and to save the agreement".

"The United States and its allies' sanctions and obstructions for not letting Iran have access to its financial resources outside the country have made it harder for the people to be treated and overcome coronavirus," said Rouhani, adding, "The international community has proved that it is not ready to deal with crisis in a civilised manner, and it pursues protectionism and discrimination tendencies, and this is undoubtedly a moral failure for the international community".

Dr Rouhani also referred to the issue of the UK's debt to Iran for several years in connection with defence purchases and said, "While we see that most of the countries owed to Iran are releasing blocked funds or repaying their debts, it is very strange that the process of returning Iran's forty-year-old defence debts has not yet seen practical progress".

Dr Rouhani stated, "Undoubtedly, accelerating the repayment of Iran's claims is also effective in solving other problems in relations".

Referring to the developments in the region, the President said, "The Islamic Republic of Iran has always wanted to establish peace in the region and, contrary to some false claims, has not launched any attacks on others and has been part of the solution in all crises in the region".

Dr Rouhani stated that "crises in the Middle East are numerous and Iran's regional role and influence is undeniable," adding that Iran is ready to resolve these crises in the form of regional cooperation and by strengthening the role of the United Nations.

"We are against foreign interference in Iraq's internal affairs, deeming it to the detriment of Iraq and the region as a whole, and blaming Iran in the recent events in Iraq is not a constructive approach, and the US government must accept responsibility for its mistakes in the region and correct them.

"In our view, certain parties in the region do not want peace and stability, and the Americans should not be caught in such conspiracies," Rouhani said, adding, "The Iranian government is suspicious of the recent attacks on coalition bases in Iraq, and has asked the Iraqi government to look into the matter".

Referring to the continuing humanitarian catastrophe in Yemen, the President said, "Since the beginning of the Yemeni war, Iran has always emphasised that there is no military solution to this crisis and, while proposing a four-article initiative, has used its full capacity to advance UN efforts in Yemen, and it supports any attempt to put an end to the aggression against the Yemeni people".

Dr Rouhani called the continuation of the humanitarian catastrophe and the lack of serious and effective action by the international community to prevent the blatant violation of human rights and the continuation of genocide in Yemen as the catastrophe of the century.

In this telephone conversation, the Prime Minister of the United Kingdom Mr Boris Johnson also presented a report on his country's efforts to fulfil all the obligations under the JCPOA.

The Prime Minister of the United Kingdom said that we and all parties to the JCPOA want to save this agreement and that we should all work to find solutions to return the members of the deal back to their commitments and show goodwill in this regard.

"We are all interested and ready to support this process," Mr Johnson added.

In this telephone conversation, the Prime Minister of the United Kingdom also stressed the need to repay the country's debts to Iran.

The British Prime Minister also stressed Iran's role in promoting peace and stability in the region.
