President addressing the disabled:

Serving persons with disabilities an honour for us/ There must be no social, working and scientific limitations for the disabled/ Instructing labour minister to remove limitations/ Private messages for talks against their slogans in the public, intermediary Europeans know this

President described serving and working for persons with disabilities as an honour for the government and said, "It is our duty to teach skills to the disabled and empower them, as well as to create equal opportunities and an environment for them so that they can continue their life and social activities with ease".

Speaking on Tuesday in a conference on the International Day of People with Disabilities, President Hassan Rouhani said, "How people and authorities view this group is very important"

Stating that people with disabilities comprise 10 per cent of the society, he said, "We have to look at this part of the society as sophisticated people who are living with more difficulties".

"The difference between people with disabilities and other people in the society is that they may have more limitations," he said, adding, "There must be no social, working and scientific limitations for the disabled".

Dr Rouhani continued, "If a ministry or organ discriminates between this section of the society, which is not right, I call on the Minister of Cooperatives, Labour and Social Welfare to look into the issue and solve it".

 He went on to describe the success of 14 students with disabilities in obtaining two-digit ranks in the university entrance exams this year very important and invaluable, saying, "It is an honour for the government to work and serve all people, especially those with limitations".

On the obstacles on the government's way, the President said, "In the first two years of the 11th government, we were under sanctions. After that, oil prices slumped to less than $30 from an average price of $112".

"With the implementation of the Joint Comprehensive Plan of Action (JCPOA), we were able to sell oil and have banking and trade relations with other countries, but after the illegal withdrawal of the United States from the nuclear deal, we faced unprecedented sanctions and economic pressures," he said.

Dr Rouhani also referred to natural disasters such as earthquakes in Kermanshah and floods that affected 25 provinces, saying, "All the government has been trying to do in the recent years was to repair the immense damages".

The President mentioned the United States' sanctions, adding, "These unprecedented sanctions, which have been the toughest sanctions on Iran as they say, were imposed to bring us to our knees, and not only the US, which is a terrorist state, but also other countries thought that it could happen to Iran".

"Despite all these economic pressures and unfair sanctions, the Iranian nation kept their dignity and endured the hardships, showing that they will not let enemies achieve their goals," he said.

Dr Rouhani also said that today, it is them who are looking for negotiations, sending private messages, adding, "The private messages and requests for negotiations they are sending are contrary to what they announce publically, which Europeans, who are intermediaries, are well aware of".

All we are doing is to reduce this pressure on the lower-income classes, he said, adding, "The reason for implementing the petrol price change plan was to prevent importing petrol in the hard times of sanctions".

We are working hard to stand up to the enemies' pressures, he said, adding, "But in the meantime, we have not forgotten our country's development. The start of operation of Mianeh-Bostan Abad Railway, which happened in the recent days, and linking 5 provinces across the country to the nationwide railway system are among these efforts".

"Despite all pressures by the enemies, the momentum of development has not stopped and we are working to develop the Chabahar-Zahedan Railway".

He continued, "Working for people with disabilities is a legal, human and religious duty".
