The President described the completion of semi-finished projects a priority of the government and specified, "We do not start any new projects in provincial trips except in cases of exception and necessity, because semi-finished projects make people suffer. Therefore, our priority is to organise semi-finished projects".

Speaking in a meeting with elites, clerics, martyrs' families and representatives of various groups of the people of Zanjan on Thursday evening, Ayatollah Dr Seyyed Ebrahim Raisi expressed regret that he was not able to attend public gatherings due to COVID-19 restrictions, and said, "Zanjan province has great figures and scholars who belong not only to Zanjan or to Islamic Iran but also to the World of Islam".

The President also referred to martyrs and said, "We must always keep in mind who gave us these responsibilities and to whom we should be accountable".

Ayatollah Raisi continued, "All officials in all ages and generations and governments and parliaments and various organs of the country should pay attention to what generation they inherit today".

The President went on to say that we should always pay attention to the issue of culture in this province and in the whole country, noting, "The recent order of the Supreme Leader of the Islamic Revolution for the new term of the Supreme Council of Cultural Revolution contains very valuable points. According to this appendix, cultural figures must redouble their efforts in the field of culture and the economy of culture".

Pointing out that the government is obliged to guide, supervise and seriously support people active in the field of culture, Dr Raisi said, "The government should provide the necessary facilities and legal support to support cultural figures and give them the field for activity".

In another part of his speech, the President thanked all people at work for public vaccination and added, "We are also seriously looking to pay the rights of the medical staff that are delayed".

Ayatollah Raisi continued by emphasising that any development in our opinion is a subset of environmental protection, and said, "It is very important to pay attention to environmental protection in the province".

Dr Raisi further referred to the issue of women's rights raised by one of the speakers, noting, "It is necessary to pay serious attention to the rights of women, especially women who are in charge of households or abused women. This group of women must be provided with employment so that they can both relax and play a role in the development of the country".
