Ayatollah Raisi in the first session of the Social Council in 13th gov't:

Addressing social harms strengthens social capital/ Social Council should evaluate the performance of departments in dealing with social harms

The President stated that predicting, preventing and addressing social harms is the duty of all parts of the government, adding, "Social harms are interrelated with social capital, and as social harms decrease, social capital will be strengthened".

Speaking on Thursday evening at the first meeting of the Social Council in the 13th government, Ayatollah Dr Seyyed Ebrahim Raisi said, "Naturally, all societies are more or less suffering from social harms, but these harms, even at a limited level, are not good for the Islamic system in any way".
The President described the socially injured as part of the family and the country and added, "We should support the socially injured and think about their treatment. The causes of the spread of social harms and people suffering from these harms should be investigated and eliminated with scientific and academic solutions".
Dr Raisi stated, "The focus of all departments should be on rescuing the socially disadvantaged and we should see social harms as a virus that, if not dealt with like coronavirus, can spread to others and cause problems".
Ayatollah Raisi pointed out, "We need coordinated and synergistic action against social harms, and the participation of the people and non-governmental organisations should be attracted".
The President said, "All institutions should report on their performance in fulfilling their legal duties in dealing with and treating social harms. The statistics presented in the performance report of various institutions show the success of their legal duties in practice, but when we look at the state of society, we see something else, and this is worrying".
Dr Raisi described dealing with social harms as the moral, religious and legal duty of the religious governance system and added, "The various bodies responsible for social harms should provide protection and rehabilitation services by focusing on the cultural, social and economic causes of these harms".
The President emphasised, "I deeply believe in attracting the participation of the people. If it were not for the Supreme Leader's strategy to bring the people to the forefront in the face of corona, we would not be in a good position today".
Ayatollah Raisi continued his speech by stating that the performance of various agencies in the implementation of legal duties against social harms should be monitored, adding, "If a department has not performed its duties, the cause should be determined and the country's social council is responsible to evaluate the departments in this regard".
The President continued, "The country's social council has a duty, after evaluating the performance of the agencies, to set a deadline for them to compensate for the shortcomings so that all agencies know that the fulfilment of legal duties in the field of combating social harms is guaranteed".
Dr Raisi stated, "Doing good work is the best of all and is more desirable than what the government, public departments and government employees do".
The President pointed out, "Managers and officials of government and government agencies and institutions should be vigilant and warn their employees not to look bad in the eyes of the people, because government agencies are at the forefront in fulfilling the do's and don'ts".
Ayatollah Raisi said, "All the cultural sectors of the country from the education system, the media, the welfare sectors and the social and disciplinary services of the country, must act together and in harmony".
